Fix not being able to Teleport after Bomb placing

Due to the Method bombPLaceAction requiring the bombPLacementRate to be 0 the player cannot teleport while in cooldown, it would be best if we check the boolean of the ItemFrame weith an extra Method before going in to the big if Statement.
